Governance Policies


The GCCS School Board functions under the Carver Model of Policy Governance. Under this governance model, all school operations are handled through written policies that were developed by this Board. These policies include how the board operates, how it interacts with the staff and students, and how the fundamental ends are achieved.

Policies fall into four different categories:

  • Ends Policies - these are the fundamental ends that the Board expects the school to achieve. The Board delegates the responsibility for achieving these ends to the Administrator, who regularly provides supporting evidence to the Board that the ends are, in fact, being realized. The Board does not dictate to the Administrator how the ends should be achieved.
  • Executive Limitations Policies - these are limitations that the Board places on the Administrator with respect to how he can operate. These policies do not tell the Administrator what he can do, only what he cannot do. Many of these policies simply codify regulations put in place by the state, such as rule regarding how money or property must be handled.
  • Governance Process Policies - these policies are what the Board uses to define its own actions and responsibilities.
  • Board/Staff Relationship Policies - these policies define the relationship between the Board and the Administrator.
